Who is in charge of Highways England?
Highways England is the government company charged with operating, maintaining and improving England’s motorways and major A roads. Formerly the Highways Agency, we became a government company in April 2015. We do not manage all roads in Britain: local roads are managed by the relevant local authority.
Who does UK Highways report?
We were established under the Infrastructure Act 2015, and appointed and licensed as a strategic highways company by the Secretary of State for Transport on 1 April 2015. Our performance is monitored by the Office of Rail and Road, and Transport Focus, the consumer watchdog.

Why is highways England changing name?
In a statement, the company said its new name reflected its focus on delivering the Government’s £27 billion strategic roads investment programme and its role in setting new highways standards for the entire UK.
